Doctor Vitus/Jomei Konagahara (Sieben)
Story: Doctor Vitus (definitely not his real name) is a master artificer, and one of the few among the Cabal who delve into the secrets of magic. This isn’t to say he’s the picture of a mage – no spellbooks, scrolls or mystic runes. To him, magic is useful force to be exploited: less difficult to obtain than raw cosmic might, more flexible than purely scientific creations. However, he hates the usual systems of the mage, such as incantation or mystic diagrams and symbols. They seem unbearably primitive to his scientific mindset. To him, all forces are merely tools to be used and abused. Thus, he fits in extremely well with the Cabal’s materialistic worldview. After all, even the greediest and most black-hearted wizard understands that magical forces are quite active, often rebellious, and even willful and purpose-driven.
Doctor Vitus instead uses magical formulas to create magical machines – golems, in common parlance, although he can enchant other objects as well. He shares these custom creations with the Cabal’s minions as needed. His items always take a technological form, even though they use magical power to work. Characters may not realize they are magical in nature without a close inspection or special senses. Furthermore, he remains a skillful technologist even without magic, and offers advice to more scientifically-grounded Cabal researchers.
His past is something of a mystery, and he would claim, irrelevant. It is believed he studied advanced robotics in his native Japan, but fled there in his early thirties. How he came to study the use of magic is unclear, but it is likely he either fell in with a coven in Europe, which was his first stop after Japan, or while contracting his talents to various super-villainous organizations. It’s possible that he is linked to magical Assassin Dolls seen in the employ of several Yakuza families, the use of which came to light not long after he left (fled?) Japan. If so, then he possibly began studying even earlier.
Martyr is well aware of Doctor Vitus is an extremely dangerous person, not so much for his personal abilities but for unique knowledge and organizational skills. In fact, Doctor Vitus has become Martyr’s number one target; removing him from the picture would immediately weaken the Cabal, taking away their biggest supplier of exotic weaponry and tools. Furthermore, the good Doctor has perfected the rapid deployment of bases and personnel. He can arrange for an entire facility to be packed up and moved to a new location almost anywhere in the world, not in months and even days but mere hours. Having seen this procedure in action, Martyr knows that removing Vitus would also eliminate their ability to relocate so easily.

Appearance: Overweight and a sloppy dresser, Doctor Vitus tends to chain-smoke and focuses intently on whatever problem is at hand. He regularly uses eyedrops (even in the middle of conversations), because he has a tendency to simply stop blinking while staring at people or computer screens. He apparently speaks English fluently, but he’s so quiet that people often don’t realize he understands them perfectly well.

Items will be always be Foci and often Independant. (If the latter, he’ll have to reclaim the item to fully use his Power Pool again.) Also, unlike many magical items, the use of his creations is essentially obvious: a energy blast will come in the form of a gun, not a wand. He’ll have no magic phrases or hiding the item in an inconspicuous form unless he could reasonably do that with a technological equivalent. He requires a laboratory to create his items.|

His ability further is the reason why Martyr has been able to locate and destroy multiple Cabal installations without doing long-term damage to its operations.|
